Lieutenant Skeens has served in law enforcement for over 30 years. He began his career as a police officer in New Jersey and eventually moved to Vermont where he worked as a patrol officer in the Westside of Rutland County. Lieutenant Skeens as been with the RCSD through three different Sheriffs (Lee Jones, RJ Elrick and now Stephen Benard).

Among many duties, Lieutenant Skeens has served as the department's patrol commander, training officer, evidence officer, MERT (Marijuana Eradication Response Team) officer, a field training officer, and currently serving civil process.

Lieutenant Skeens' experience and job knowledge has allowed him to serve as an example and teacher for younger or inexperienced deputies, giving them to tools needed to do the job.
